For three years, Colorado has attempted to craft a set of rules regarding data centers — and this year, once again, lawmakers came up empty-handed. As a state, we must get this issue right the first time, because bad legislation on data centers can drive up energy costs, decrease water supply, damage neighborhoods, and give tax breaks to multi-billion dollar corporations at a time of budget crises and slashed government programs.
